PEMBERDAYAAN APARATUR DESA MELALUI PENINGKATAN LITERASI DIGITAL UNTUK OPTIMALISASI PELAYANAN PUBLIK
Abstract
The modern governance paradigm demands digital transformation down to the village level. However, the implementation of strategic agendas such as the "Digital Village" in Indonesia is often hindered by a digital capability gap among officials. This causes available technological infrastructure to be underutilized, leaving public services to operate conventionally and inefficiently. In response to this challenge, a community service activity was designed as a focused intervention in Muara Kuamang Village, Bungo Regency. The main objective was to enhance the digital literacy of village officials, geared towards leveraging the internet and digital applications to support the effectiveness and efficiency of public services. The implemented method was participatory training, including workshops and assistance, with effectiveness measured through a comparative analysis of pre-test and post-test data. The evaluation revealed a significant improvement in participants' understanding and skills, particularly in data security and the use of cloud-based office applications. This activity successfully established a crucial human resource capability foundation for accelerating the village's digital transformation. This study concludes that interventions centered on empowering officials are an essential prerequisite for unlocking technology's potential to realize a transparent, accountable, and service-oriented governance system.
